2006-07 Rotary International Board of Directors
The Board of Directors is the administrative body of Rotary
International. Its 19 members include the RI president, president-
elect, and 17 directors who are nominated by the clubs and elected at
the RI Convention. The board controls and manages RI affairs and
funds in conformity with the RI Constitution and Bylaws. For
continuity, each director serves a term of two years.
President
William B. Boyd
New Zealand
William Boyd retired in 1995 as general manager of Gordon & Gotch
Magazines, Ltd., New Zealand's largest magazine distributor. He is
trustee of New Zealand's Trees for Survival Trust and has represented
Rotary on the National Kidney Foundation and the Hutt Valley
Intellectually Handicapped Society. He is chair of the Rotary Down
Under Management Committee. A Rotarian since 1971, Bill is a member
of the Rotary Club of Pakuranga. He has served RI as district
governor, RI training leader, International Assembly assistant
moderator and moderator, committee member and chair, task force
assistant general coordinator, Rotary information counselor, regional
Rotary Foundation coordinator, treasurer, and director. He is a
recipient of The Rotary Foundation's Citation for Meritorious Service
and its Distinguished Service Award. He also received a Meritorious

President-elect
Wilfrid J. Wilkinson
Canada
Wilfrid J. Wilkinson has been a chartered accountant since 1958. He
is a founding partner of Wilkinson & Company, a public accounting
firm. A Rotarian since 1962, Wilf is a member and past president of
the Rotary Club of Trenton, Ontario. He has served as a Rotary
volunteer on a measles immunization project in India. A past Rotary
Director, Vice-president of the RI Board, Trustee of the Rotary
Foundation and district governor, he has also been an International
Assembly discussion leader, and a chairman and member of several
committees. As a member of the International PolioPlus Committee,
Wilf was dedicated to the global effort to eradicate polio. [Spouse:

Jerry L. Hall
2006-07, USA
Jerry retired from his post as executive director of the regional
transportation commission after 30 years in public service. He
currently is a civil engineering and management consultant. He has
served on a number of community-based committees and boards and is
the recipient of the President's Medal from the University of Nevada,
Reno, for his contributions to the community and higher education.
Jerry has been a Rotarian since 1977. He has served RI as district
governor, task force coordinator, and zone institute chair. He also
has served as a Council on Legislation representative (twice) and
multidistrict PETS instruction chair. He has received RI's Service
Above Self Award and The Rotary Foundation's Citation for Meritorious
Service. Jerry and Tasha have hosted numerous exchange students and

Frank N. Goldberg
2006-07, USA
Frank is a partner in an accounting firm, which he co-founded in
1982. He is a member of the American Institute of Certified Public
Accountants and the Nebraska Society of CPAs. He is a past officer in
many local nonprofit and civic organizations. A member of the Rotary
Club of Omaha Suburban, Frank has been a Rotarian since 1973. He has
served RI as district governor, International Assembly group
discussion leader, task force member, regional Rotary Foundation
coordinator, and membership zone coordinator. He is a recipient of
RI's Service Above Self Award and The Rotary Foundation's Citation

Kjell-Åke Åkesson
2006-08, Sweden
Kjell-Åke retired in 1997 as president/managing director of
Skånesemin, a breeding and research centre for holstein and beef
cattle in Sweden, after 35 yearsof leadership. He has also served in
the Swedish Army reserve as Battalion Commander. Kjell-Åke received
the "Entrepreneur of the year 1990 award" from the Federation of
Private Enterprises in Sweden and the "Distinguished Award for
outstanding achievements in promoting the Swedish livestock breeding
and production" from the Swedish Association for Livestock and
Breeding Production. Kjell-Åke has been a member of the Rotary Club
of Hörby since 1997. He has served Rotary as a GSE Team leader in
1976, Chair of the Rotary Doctor Bank in Sweden, 1999-2003, a
delegate twice to the Council on Legislation, in 2001 and 2004, a
training leader for the International Assembly and as a training

Örsçelik Balkan
2006-08, Turkey
Örsçelik is a management consultant and business developer involved
in the development of fuel cells to produce electricity from
hydrogen. Örsçelik has been a member of the Rotary Club of Istanbul-
Karaköy since 1973. He has served Rotary International as a district
governor, task force member for PolioPlus Partners, Literacy,
Literacy, Education and Children at Risk, World Community
Service/Hunger and also as an International Assembly Training Leader.
He has represented the RI President in Kenya, Holland, Sweden,
Turkey, France, Pakistan and South Africa. He launched Rotary in
Bosnia Herzegovina in 1995-96. Örsçelik received the Service Above
Self citation, the Rotary Foundation Citation for Meritorious Service
and Presidential Citation as distinguished past district governor.

Anthony F. de St. Dalmas, a solicitor, is now a practicing consultant
for his former law firm where he was senior partner. He is a Freeman
of the City of London and a Liveryman of the Worshipful Company of
Bakers. He is a member of the board of a local private school. Tony
has been a member of the Rotary Club of Southgate since 1972 and has
served RI as district governor, International Assembly discussion
leader, committee member and chair, task force general and area
coordinator, and PolioPlus national advocacy adviser. He also has
served as a Council on Legislation representative on three occasions.
Tony has served RIBI as president and vice president and as chair and
member of several committees. He is a recipient of The Rotary
Foundation's Citation for Meritorious Service and the International

Horst Heiner Hellge
2005-07, Germany
Horst Heiner is a practicing civil law notary for Hellge, Priester,
Ehlke, Langhein, Rawert, Katschinski, Möhrle (notaries association)
since 1971. He is chair of the international department of the German
Civil Law Notary Chamber and of the board of the World Organization
of Civil Law Notaries. Horst Heiner has been a Rotarian since 1979
and is a founding member of the Rotary Club of Hamburg-Blankenese.

Milton O. Jones, Ph.D
2006-08, USA
After a year as assistant professor at Florida State University,
Milton became a dean at St. Petersburg College. In 1967, he was named
a Post Doctoral Fellow at the American Council on Education in
Washington D.C. In 1972, Milton was selected founding president of
Pasco-Hernando Community College, a position he held for 23 years.
The Milton O. Jones Student Services Building at the college's West
Campus is named in his honor. Milton has been a member of the Rotary
Club of Dade City since 1972. He served District 6950 as Governor in
1996-97. He was a GSE Team Leader, Council on Legislation Delegate
twice, chartered nine Rotary Clubs and served as Permanent Fund
Chair. He received the Service Above Self Award and the Citation for
Meritorious Service. In 2003, District 6950 established the Milton O.
and Alice Jones Outstanding Rotarian Award, a prestigious award made

Luke, a doctor, is president of Daerim Saint Mary's Hospital, a 405-
bed facility employing a staff of 400. President of the Korean
Hospital Association, he also has served as director of the Korean
Surgical Society and the Korean Medical Association. A Rotarian since
1977, Luke is a member of the Rotary Club of Seoul Gwanag. He has
served RI as district governor, task force and committee member, and

Michael interned to the town manager of Cape Elizabeth, Maine, in
1977 and has been with them ever since, assuming the town manager
position in 1985. In 1993, he was recognized by the Maine Town and
City Management Association as Manager of the Year. Mike has been a
member of the Rotary Club of South Portland-Cape Elizabeth since
1986. He has served Rotary International as a district governor,
multi-district PETS chair, international training leader, Membership
Development Task Force and Leadership Training Development Steering
committee member and Zone Institute chair. He has also received the
Rotary Foundation Citation for Meritorious Service.

Don is president of Business Insurance Technologies. Don joined the
Rotary Club of Arlington in 1974. He has been a district governor, a
member of the Task Force for Community Concerns, Avoidable Blindness
Task Force, a training leader for the International Assembly,
delegate to the Council on Legislation, and chair of the Concern for
the Disabled committee. Don has volunteered with the Children's
Sanatoriums in Coci, Russia and participated in a National
Immunization Day (NID) in Nepal and for the past eight years has been
a mentor for reading to disadvantaged children. He is a Major Donor,

Raffaele Pallotta d'Acquapendente

Raffaele is a an admiral (M.D.), Role of Honor, of the Italian
Military Marine, the scientific director of the Institute of
Rehabilitation and Hyperbaric Therapy in Naples and a university
teacher of clinical medicine, hyperbaric medicine, and medicine of
the job. He is internationally renowned as the founder of hyperbaric
medicine, a branch of underwater medicine that has saved many lives.
He is also a Knight of the Sovereign Military Order of Malta and a
Knight, with Gold Star, of the Sacred Military Order of Costantine-
State of Vatican City. Raffaele has been a member of the Rotary Club
of Napoli since 1969. He has been governor of District 2100 (1987-
88), district trainer, director of the official Italian Regional
Magazine, Realtlá Nuova, RI Representative to UNESCO and media
liaison of Rotary International for Europe, Africa and the Middle
East. Raffaele is a benefactor of the Rotary Foundation. He has
received a Citation of Meritorious Service, the Distinguished Service
Award and the Distinguished Service Award for the PolioPlus Campaign.

Administration, Chulalongkorn University, Thailand. A member of the
Rotary Club of Bangrak since 1984, Noraseth has served RI as district

Accountants, in Melbourne since 1976, specializing in accounting,
taxation, and management advice to small and medium businesses. In
2002, he received the Australian Government award as a "Peacebuilder"
in East Timor. Ian has served Rotary International as district
governor, and as a member of the World Affairs-South Pacific
Committee, the World Community Service Programs Task Force, and the
Rotary Recreational and Fellowship Task Force. As a member of the
Australian Polio Eradication Private Sector Campaign he received the
Regional Service Award for a Polio-free world in 2003-04. He is a
Paul Harris Fellow and a Benefactor for The Rotary Foundation.

Masa, a doctor, is director of Koizumi-Shigeta Pediatric Clinic. He
has been a member of the national, regional, and local medical
associations and has held office at the local and regional levels. In

Japanese Ministry of Health, Labor, and Welfare and as secretary of
the Takasaki International Committee. A Rotarian since 1969, Masa is
a member of the Rotary Club of Takasaki North and has served RI as

Carlos is the owner of an accounting firm and chair of a group of
firms dedicated to real estate investment. He is past president of

1964, Carlos is a member of the Rotary Club of Temperley. He has
served RI as district governor, International Assembly discussion

Edwin H. Futa

General Secretary of Rotary International since July 2000, Ed came to
Rotary from Hawaii, where he was president of an international
marketing consulting firm. Active in youth ministry, he also served
on the Board of Governors of the YMCA and as a mediator in the
Neighborhood Justice Center of Honolulu. A Rotarian since 1979, Ed is
a member of the Rotary Club of East Honolulu.
